Director's Message
It is with great pride and purpose that I convey this message on behalf of the Quality Enhancement Cell (QEC) at Pakistan Marine Academy. As the premier maritime training institution of Pakistan, PMA is committed to produce competent, disciplined, and professionally sound seafarers who meet international maritime standards. The QEC plays a pivotal role in ensuring that our academic and training programs not only meet but exceed quality benchmarks set by the Higher Education Commission (HEC) and the International Maritime Organization (IMO).
Our mission at the QEC is to cultivate a culture of continuous improvement and academic excellence, within the Academy. Through rigorous internal quality audits, self-assessment processes, stakeholder feedback, and performance evaluations, we ensure that the standards of maritime education remain dynamic, relevant, and aligned with global best practices.
QEC at PMA is working diligently to integrate quality assurance into every facet of our operations — from classroom learning and practical training to administrative processes and institutional governance. Our focus remains on Outcome-Based Education (OBE), enhanced student learning experiences, and a strong commitment to transparency and professional ethics.

MISSION OF QEC
QEC is committed to assure and enhance the quality of higher education at Pakistan Marine Academy with respect to good teaching strategies, sound infrastructure, outcome based education, positive student’s perception, valid programs assessment tools and a learning environment conducive to research activities.
OBJECTIVE OF QEC
The objective of a Quality Enhancement Cell (QEC) is to improve the quality of education to PMA Cadets at Pakistan Marine Academy. QECs work to ensure that academic programs and curricular meet high standards and are relevant to industry needs.
The Merchant Navy - A Brief Introduction
The Merchant Navy is the name given to the international commercial shipping industry. It is made up of a large number of shipping companies who recruit their own Officer Cadets. Merchant seafarers, both officers and ratings, are civilians employed by these companies. Companies vary greatly in the size of ships, types of ships and areas of the world where they operate. Types of modern merchant ship include container ships, cruise liners, oil tankers, gas tankers, chemical carriers, bulk carriers, cable layers, Ro/Ro ferries, car carriers, oil-rig supply vessels and general purpose cargo ships. Their trade routes may take them to every continent and across every ocean on the globe.
On-board ship there are three main operational departments.
- Deck Department. Staffed by Navigating Officers(Ship Management)
- Engineering Department. Staffed by Marine Engineering Officers, which may also include Electro-Technical Officers
- Catering or Hotel Department. Staffed by General Purpose Crew(GP-III/Ratings)which provide the crew and any passengers with catering and domestic services
Roles of Navigation Officer(DECK), Marine Engineer & Electro-Technical Officers
Navigation (Deck) Officers
Navigation Officers maintain watches ship's bridge at sea and in port. They are responsible for passage planning; safe navigation of the ship; cargo loading & discharge; ship stability; communications and maintenance of hull and deck equipment.
The ship’s Captain/Master, is in overall command with ultimate responsibility for safety of crew, ship, cargo and environment. Only Navigation Officers is promoted to the rank of Captain/Master
Marine Engineering Officers
Marine Engineers are responsible for maintenance and operation of the ship’s main propulsion machinery & auxiliary plant, including deck machinery, air conditioning plants, refrigeration plants and domestic and electrical services. Depending on type of ship and operational circumstances, Engineer Officer are required to keep watches in Engine Room.
PERSONAL QUALITIES - what makes a successful ship’s officer?
A successful ship's officer requires particular personal qualities in order to cope with the demands of the profession. He or she will spend several months at a time away from home living in close proximity with other crew members. The ability to cope with the stresses of separation whilst exercising tolerance towards others on the ship is therefore essential. Young officers must be able to accept a higher level of responsibility than would be expected at a similar age in most other professions and possess the leadership qualities necessary to direct the work of others, often under difficult circumstances. Self-reliance, self discipline, initiative and the ability to work as part of a team are also required as are the commercial awareness and management skills demanded by a competitive modern industry.
Electro-Technical Officers (ETOs)
These specialist officers work within the Engineering Department where they take particular responsibility for the maintenance of on board control engineering and electronic systems including propulsion control, radio communications and electronic navigation aids. Electro-Technical Officers (ETOs) may have the opportunity to develop their careers along a similar path to that of Engineer Officers, perhaps leading to the rank of Chief Engineer Officer.
The Chief Engineer Officer is in-charge of engineering department and is responsible to ship’s Captain/Master for its efficient operation. While law demands that only one person can be in overall command of the ship and by tradition that person is the Captain/Master, the Chief Engineer status and salary is very similar to that enjoyed by the Captain/Master.
